What railing keeps a river view?

Horizontal cable keeps the most, thin black aluminium pickets are close behind and usually cheaper. Both are far better than a composite rail with 5 inch posts, which cuts across the view exactly at seated eye level.

How are footings handled on a slope?

Sized and placed for the grade, below frost depth, with bracing designed for the height of the posts. It is the part of a hillside deck that costs the most and the part you never see.
