The East End runs along the river below Columbia Tusculum, a narrow strip of housing between the water and the hillside.
Proximity to the Ohio brings considerations that do not apply a few hundred feet up the hill.
Parts of this strip sit low relative to the river, and ground conditions can be wetter and softer than on the slope above. That affects footing depth and design, and in places there are floodplain requirements on top of the normal permit. It needs establishing for the specific address before a design is fixed.
Where ground stays wet and airflow is limited, capped polymer decking with no wood in the core is the sensible material, and keeping the structure up off the ground with air moving underneath matters more than usual.
